Is this normal behavior of male doctor towards female patient?

is it normal for a male doctor to ask a female patient to remove upper garments and put on a robe so that he can hear her breathing? It happened to me and I felt it was unnecessary and it made me feel uncomfortable. I usually go to female doctors and they never ask me to do that; they never even put their hands below my shirt, they just hear my breathing through my shirt.
